The Equity and Rights Management Information System (ERMIS) is an initiative of the Ministry of Gender, Labour and Social Development (MGLSD), led by its Department of Equity and Rights.
Why ERMIS is needed
Uganda’s Constitution guarantees equality and requires affirmative action for groups marginalised by gender, age, disability or history. The Department of Equity and Rights promotes, protects and upholds the rights of all citizens, particularly women, children, older persons, youth and persons with disabilities.
Yet information on human rights cases, gender equality interventions and treaty recommendations is scattered across departments and partner institutions such as the Uganda Human Rights Commission and the Equal Opportunities Commission. This limits timely analysis, reporting and follow-up.
What ERMIS will do
ERMIS is a centralised, interoperable platform that brings this information together. It is designed to support case management for rights complaints, tracking of recommendations from international and regional human rights mechanisms, institutional memory, dashboards for evidence-based decisions, and secure information sharing among partners.
How it is governed
MGLSD owns the system. A Steering Committee chaired by the Commissioner for Equity and Rights oversees its development, with representatives from UHRC, EOC, NITA-U, development partners and civil society. Personal information will be protected in line with the Data Protection and Privacy Act, 2019.
